The institution of democracy owes its origin to the Greek City States, Where it was practiced by show of hands. People gathered at a particular place to decide about certain crucial issues and voted for or against depending on the merits of the issue. They ensured the adoption of only those measures which were considered to be beneficial for the public at large. Thus, the democracy automatically fulfilled its objective of maximum good for maximum number of people. The rulers could not implement their whims. They could not dictate terms to people.
